dep: replace luksen/fsnotify with fsnotify/fsnotify

Tobias Langer requested to merge il98azol/obinex:fix_broken_fsnotify_dependency into master

The luksen/fsnotify dependency is not available any longer, this replaces it with the official repo.

This commit also updates the dependency management. It is necessary to do this in one step since go checks for depencency availability.
