feat: mining requirements

Feature to implement:

• prevent the player from mining certain ores, unless requirements are met.
• this doesn't necessarily mean the player can't visit the planet, they just can't click on the ore.

Requirements I had previously thought of:

• Diamond: Iron Pickaxe
• Obsidian: Diamond Pickaxe
• Platinum: Diamond Pickaxe
• Hardened Magma: Magma Spoon (That's why it exists in the first place haha)
• Exotic Matter: Bucket, same with this one.
• Stardust: Exotic Bucket, same.
• Antimatter: Stardust Bucket, same.
