cma: use MEMBLOCK_ALLOC_ANYWHERE for placing CMA regions

MEMBLOCK_ALLOC_ANYWHERE allocates blocks from anywhere,
including highmem. Use this flag to allow CMA regions to
be placed in highmem as opposed to lowmem.
