antfs-cli, openant: update ebuilds

As both repositories removed support for <=python3.5, one can remove these versions from the list of compatible python versions.

As there seems to be a problem with the up-to-date builds (at least on my system), this MR also adds versions 0.4 for antfs-cli and openant.
